Data Privacy and Location Handling
When collecting or processing precise location data—such as through GPS, Wi-Fi, or cellular signals—providers must transparently disclose how this information will be used, including potential sharing with partners for advertising, analytics, or attribution. Explicit user consent is required before data collection or processing, and all data transmitted to third parties (e.g., Google) must be encrypted. Privacy policies must clearly outline these practices to align with U.S. standards for user transparency.
Advertising and Content Compliance
Wi-Fi services displaying ads must adhere to platform-specific policies. For example, ads cannot appear on pages violating search spam policies, such as those with misleading content, malware, or non-compliant software. Ads must also meet the Better Ads Standards, which prohibit intrusive formats like pop-ups or auto-playing videos. Additionally, publishers using authorized seller lists (e.g., ads.txt files) must ensure their domain accurately reflects authorized sellers to maintain ad integrity.
Restrictions for Children’s Content
Services targeting users under 13 fall under the Children’s Online Privacy Protection Act (COPPA). Providers must label their platforms as child-directed through tools like Google Search Console or AdMob SDK and avoid using interest-based advertising for this audience. This includes refraining from retargeting based on activity from users under 13 or on child-focused sites.
Geographic and Sanction Limitations
Due to U.S. sanctions, Wi-Fi services cannot operate in restricted regions, including Crimea, Cuba, Iran, North Korea, Syria, and certain disputed territories. Providers must ensure their services do not inadvertently support users in these areas.
Key Operational Guidelines
- Search Integration: If integrating search ads, avoid blending non-Google ads with Google search results on the same page to prevent policy violations.
- Query Limits: Ad-supported search services are capped at 5 billion queries per account annually (from August 1 to July 31).
- Prohibited Incentives: Offering rewards for ad clicks or searches is not permitted.
By adhering to these policies, U.S. Wi-Fi providers can foster secure, compliant, and user-friendly experiences.
